  Bad ID causing strange behaviour. Wasn't detecting if the parent folder was writeable correctly any more. Added more code to the check to make the test file delete on weird servers.
• TT3355: German "Terms for returning products" law compliance. Using the wrong alias for "must tick terms". Fix data to migrate company number and tax number. After changing country, the region code wasn't being changed.

• Translations: Updated it and fixed the translations for html page 3021 which wasn't properly UTF8 encoded, e.g. the registration page you see in the fixed version before you register. On some machines the fixed version registration screen in French and German would display funny characters.

• Products restored from a saved basket won't have taxes applied if there is more than 1 tax associated with the products. (also affects catalog numbers).
